In some cases yes, in some cases no.  Gay marriage, at least the state
acceptance of such a union, might be a state level issue if the feds
were not pushing for an generic "acceptance" (I forget the term now,
but the gist is, "if it happens in one state, all other states must
honor it.").  Abortion - completely a states-rights issue, as is
euthanasia.
