Under Clinton's watch, the North Koreans built a nuclear program (even while they agreed not to). So did the Pakistanis. The Iranians didn't get as far because of sanctions against them or they would have had a nuke too. The Libyans were behind the curve, also because of sanctions, or half of the Middle East and north Africa would have nukes by now. Good thing the sanctions were in place before Clinton.
