I wasn't making legal recommendations but rather pointing out the
common practice.

As for the legality of organizing, external union organizers cannot
use company property to organize unless management doesn't mind (or
catch them).  The exception to that is if the union can prove they
have no other safe recourse, and that takes an NLRB ruling.
