It is a tiny amount and probably didn't get to anyone other than the warlords, but it was still a financial transaction between a party in (partial) rule of the area and a party wishing to dump waste. This fact is not mentioned in the article and should be. It is not a cut and dry "the west is the only ones at fault" thing.
