I'm not really sure that the federal government has screwed NYC over
more than anyone else when it comes to homeland security. I think that
problem is that the money is being doled out to places (read:
congressional districts) instead of to systems (port security,
electrical grid security, securing biological warfare materials, etc).
 Some places (NYC, LA, etc) may be more at risk due to their high
profile but we will do a better job of protecting them by securing the
systems that would be used as attack vectors and that can be used as
attack vectors anywhere.
