I guess so - there have been other fly overs of NYC since 9/11.

I mean alot of cities have tests of their tornado sirens and such,
rehearsals of biohazard emergencies, things like that.  They usually
make it widely known so that when you see a buncha people walking
around in moon suits carrying stretchers you aren't freaked out.

I think given enough warning it's not going to freak people out.  It
may still be an irresponsible thing to spend money on right now, but
AFAIK, this type of thing happens alot in big cities, even NYC, and
even after 9/11.  They just warn people first.
