"The fact people rarely do what is right."

I'll disagree. I would say that the majority of the time, people do what is
right. You only hear about or notice the people who are doing wrong.

You never pay attention to people who park where they are supposed to, but
you sure as hell notice someone parked in front of a hydrant or is blocking
a handicap access ramp.

Or, to borrow from another thread I saw on this recently. Someone broke
into a car and stole some change. The damage to the car far exceeded the
amount of change. Absolutely terrible. However, how many people have gone
by that car during its existence and not smashed the window?

Finally, one more example. It would seem that child abductions are much
more rampant now in the US than they were in the past. Statistically, this
is not true. For many decades, the number of cases has stayed the same
relative to the population. However, the cases are publicized immediately
across the nation now. They are no longer local events. You just notice
them more than all of the children who have not been abducted.

Nobody does what is right all of the time. There is a need for some
authority. How to administer that authority could be another thread with
thousands of posts. It should start at home. Alas, it doesn't in so many
cases. The deterioration of parenting is destroying many countries.

"Hence the need for a larger body to monitor and enforce rules that the
majority feel is necessary"

An inherent problem with this comes from rules the majority don't feel are
necessary. The people implementing those rules do not listen. Or they
create unnecessary rules that are designed to benefit favored special
interest groups. Look at DC now. Cap and trade would absolutely destroy
our floundering economy and the whole premise is a sham.

On the issue of majority, the founding fathers of the US abhorred the idea
of majority rule. That is why the country was founded as a republic.

"By your logic there should also be no need for regular police, or the
courts, or the military and so on."

It wasn't logic. It was an opinion. One I am sure many people agree with
in theory.
