I think you still have to pay for a Netflix membership regardless of how you
are accessing it, unless that is coming as part of a package deal with
something else.  That's what the 14.99 is...the monthly membership I pay to
Netflix.

Netflix is no extra on the PS3 and included in the TIVO HD, the two ways 
I access it on my TV.  Of course it is also included and free and any 
computer I use to access it.
