The full text of all bills introduced in Congress is available on
http://thomas.loc.gov/   - however changes are often made in committee
and shoved to the floor for votes before MOC have time to read or
comprehend them.  There is also the assumption that all the MOC can
read and comprehend.  I'm not sure that is the case.
