Maybe make it harder to get married...maybe a few classes on relationships and raising children would be a good start...

Seriously though I don't think we can blame our politicians for the divorce rate. That's a problem with our society in general. The only thing the politicians could do to affect it would be to make divorces harder to get. Frankly that would be a counter productive approach to the problem.
