WHy they don't have the technology? At the core it is because our society is driving us to extinction.
Our focus on Money for the Sake of Money,above and beyond Human concerns, is killing our species. BP never developed technologies to treat with this type of spill, because there was no need to spend the money. They were paying the US Government through lobbyists to pass laws in their own favour. The risk was small, so why bother? If it did happen well their buddies in congress were supposed to protect them.
