Not to the extent the republicans are using it. Go look up the number of filibusters over time...they severely spike after Obama took office.
I think Rachel Maddow said it very succinctly on the Bill Maher show in response to Bill Fisk making the claim that Republicans were not part of the process in the HCR...She asked him (to paraphrase a bit) "What was Obama supposed to do, go to Iowa and beg Chuck Grassley to vote for ideas that he came up with in the first place?" Republicans are not interested in the least bit in cooperating with Democrats. Most of the ideas that became the HCR law, were ideas that Republicans came up with. This is essentially Bob Dole's HCR alternative during the Clinton Administration. Republicans voted no soley on the basis of the fact that Dems backed it...even though it was their ideas. Republicans think that they are still in charge. That's not how it works. When they are in charge, they strong arm their stuff through, though there is more democratic cooperation than naught. Meanwhile there has been 0 republican cooperation. I am not much happier with the Dems myself...I think they need to develop a back bone and after trying to get republicans on board and getting poked in the eye, they need to tell them to just go fuck themselves and pass bills without them.
