On July 1,  House Democrats attached a provision that "deemed as passed" a
non-existent $1.12 trillion budget. This execution of the "deeming"
provision allows congress to start spending money for Fiscal Year 2011
without the the constraints of a budget.

The procedural vote passed 215 to 210. No Republicans voted in favor while
38 Democrats voted against deeming the non-existent budget resolution
passed.

Since the creation of the Congressional budget process, the House has never
failed to pass a budget and then deemed the non-existent budget as passed.
 This means there was not a direct, recorded vote on a budget, but Congress
can still spend taxpayer money.
"Facing a record deficit and a tidal wave of debt, House Democrats decided
it was politically inconvenient to put forward a budget and account for
their fiscal recklessness.  With no priorities and no restraints, the
spending, taxing, and borrowing will continue unchecked for the coming
fiscal year," House Budget Committee Ranking Member Paul Ryan said.  "The
so-called ‘budget enforcement resolution’ enforces no budget, but instead
provides a green light for the Appropriators to continue spending,
exacerbating our looming fiscal crisis."
"Yesterday, the Congressional Budget Office rang the latest fiscal alarm
with the release of The Long-Term Budget Outlook," Ryan said.  "Today,
Congress again hit snooze.  To avert a fiscal and economic calamity,
Washington needs to wake up."

“You all remember when the Democrats back in March were going deem the
health care bill passed and Americans were outraged at the idea,” House
Republican Leader John Boehner said.  “Well, here we are today, where the
Democrats are scheming to deem a budget in place.  It's not a budget: all it
is is a set of numbers so Democrats can continue their out-of-control
spending spree here in Washington.”

“It is truly extraordinary that Democrats this week, after abdicating their
responsibility to create a federal budget through the ordinary process of
committee drafting and floor consideration, now expect the American people
to accept some effort to ‘deem’ a budget,” Mike Pence, Chairman of the House
Republican Conference, said.

“Budgets are important because they provide a template for the priorities of
spending and revenues that provide an environment for growth,” Pence said.
“But more poignantly than the internal machinations of the creation of a
budget, the outlining of priorities, is this Congress also cannot deem a
recovery of the American economy.”

It will be interesting to see how Republicans use this for the upcoming
elections.  Already facing a difficult election cycle, it doesn't seem like
this can help one bit.
