Because they aren't interested in coming up with a plan that works...all they care about is making the dems look bad and playing politics instead of doing the jobs they were hired for. If they were interested in compromise then they would be bringing ideas to the table and voting for things when dems compromise instead of just voting no and obstructing getting important work done to satisfy their corporatist masters.
