Alot of stuff is actually done this way.  Tons of it.  Alot is
outsourced to defense contractors too.  I suspect there is something
different about this specific gig that makes it more valuable to be on
site.  Facetime can be very valuable in certain cases, also being on
the same sleep schedule, and feeling the urgency and attitude of
what's going on around you.

I don't think it's an all or nothing thing.  I don't think every
single job is in Iraq.  I think it's dependent on the work being done.
