Just like my job here in Iraq, it requires a Secret Clearance. You cannot telecommute work on a Secret system from your home internet connection. Thats the biggest reason I have been told as to why they need us out there physically. Also in my experience the Army is super reactive, as in drop the priority I gave you yesterday and do this completely conflicting thing today for 30 minutes to 10 weeks until I change my mind again. Thats much harder to do in a telecommuting job, where you need clear goals and expectations to be effective.
