The Representatives (and I use that term loosely) who are demagoguing over this issue are hypocrites of the highest order. As to your point, there is a big difference between voluntary and mandatory programs. If you increase or decrease the marginal rates for a tax bracket, that's the rate for everyone in that bracket, end of story. On the other hand, if you put together a program where people can compete for funds, participation in that program is voluntary.
I am vehemently opposed to funding for abstinence-only education programs. When Bush and Republican-lead Congress passed massive increases in such programs, I wasn't happy, but hey, you lose legislative battles sometimes. However, if my Rep had railed against abstinence-only education funding and then turned right around and put in earmarks for local funding of abstinence-only programs, I would have called him a rank hypocrite. So I do the same now to those who display such total cowardly and craven behavior.
