"Who got punished?" The Democratic Party got punished for not listening to their constituents. This is very obvious when conservative Democrats who voted against Obama Care got trounced by no name challengers.
Certain incumbent Republicans got punished in the primaries for the same reason. The voters punished the Republicans two years ago. "This seems like a continuing problem to me, that voters say they want bipartisanship but then don't vote for it, and I'm not sure how that will change." And before this election, congress had an 11% approval rating while 75+% of incumbents won re-election (obviously that number doesn't hold for this election). What people were really saying is that they don't like your representative and senators.
