My kid is in his "testing the boundaries" stage (1 1/2). So when I tell him
"No", you can almost see the glint in his eyes appear, and this evil little
smile spreads across his face...and the whatever activity is frowned upon
will be attempted repeatedly in the next few minutes until I physically
remove him from it.

So...i'm very careful about what i say "no" about. I think our legislature
should probably use the same philosophy :)
