The only change is how the media portrayed him.  He didn't change at
all.  The US propaganda machine is great at sitting up straw men for
us to hate, then changing their stance completely when the next hot
issue comes along.  Big bads in the past who are now either our
friends or at least no longer receiving vilification in the media:
Germany, Italy, Japan, Russia, Vietnam, Castro, Hugo Chavez, etc..
Even Bush II changed the rhetoric on Osama, who went from being the
worst evil of all time to being insignificant in the grand scheme.

When the latest rebellion started in Libya, the conventional wisdom
was the regime would collapse as it did in Egypt so the march of
Middle East countries becoming "Democracies" could roll on unabated.
What didn't happen, and people started being killed in mass, it gave
the NATO countries, especially France, the PR opening they needed to
be able to bring down Gaddafi, which they have long wanted to do.
