When you install a modem...assuming it is a fax modem...you are also installing fax drivers. Windows has the capabilities built in so that when you print to the fax driver brings up the fax send dialer.

LOLz! Awesomeness. I use a modem. Pretty much every OS has a little fax utility tucked away somewhere. For windows I think it's not installed by default anymore tho.
