In Illinois there is a law that states if a car behind you is travelling
faster than you that you are required to yield the lane.  Unfortunately, it
is not enforced.  Most traffic backups are caused by some asshole going
under the speed limit in the left lanes and not yielding the lane to faster
traffic.

Certainly there are minimum posted speed limits, but I'd never heard of a
LAW that said you have to yield to an asshole who's on your bumper. It's
certainly good driving etiquette to move over, but if your speed is within
legal limits, I don't think there is any law saying which lane you have to
be in.
