There's no "rewrite" of Windows.  You have to consider that Windows is an 
*enormous* codebase that likely could not be rewritten in three years, nor 
would I want it to be rewritten.

This code, as much as it is maligned, has been tested for years by the general 
public and most of the serious bugs are fixed.  With time, this OS has become 
incredibly secure and robust.  It does not mean that it's perfect - there are 
too many non-MS applications running out there for people to stop hating MS.
