You're caught up in the pop star equals talent again.
It's a simple formula and the masses love it. I recognize it as crap.
When he sings he sings in a very high voice trying to emulate a little
girl. I think it sucks. You are welcome to worship that skill.

He always plays the same character, a dorky sissy. Over time I believe
he'll learn to act. He just isn't there yet. I don't hold that against
him.
I've seen him on SNL and talk shows and he's a likable guy. I have no
disrespect for him.

You're too caught up in the culture. We're talking about talent. He
does have a talent of selling mediocre music to the masses but so do
lot's of pop stars. If that's what you want to hear than yes he is
talented at that.
