You gotta look at driving conditions as well, as a whole state, most likely
not going to see a huge difference, but in some areas like major metro
areas where traffic flow is more congested, taking your eyes off the road
could lead to more accidents.

But if there is a law, I'd like to see Police following it as well ;-)
