the beauty of wordpress.com is it is a hosting service AND a blogging service AND an seo service.
all you do is create an account, and they handle site setup, all software upgrades, and all seo. but, it is a walled garden, and prevents installing your own code or your own plugins (but for a yearly fee does allow any custom css mods you want, and a custom url). the SOFTWARE, though, is OSS, and you can download it and run it on your own server on your own domain. you lose the automatic upgrades, and baked-in seo, but you can add any themes or plugins you want, including ones you make yourself. it is a balancing act between "walled garden" and "run your own". with a host like bluehost.com, they have some control panel features to allow easy upgrades, and you can use wp admin and ftp to install COTS or home-brewed plugins and themes. I personally would suggest spending a little while on wordpress.com. and when you are sure you like it, move your blog to your own host, run wordpress (downloaded from wordpress.org), and change it to your hearts content. and switch the redirects.
