The following conversation never happened, but it's what popped in my head when I read the article:
Editor: "What the heck is this? A travel expense report to the Bahamas?!" Journalist: "Well, you see, I had to go there because my source doesn't trust phones any more..." Editor: "For a whole week? You seriously expect us to pay for your cocktails and cabana boys?" Journalist: "Of course I do, it was expenses for a face-to-face interview." Editor: "A six day trip to get one page of notes from a source you're not even willing to give a country of origin to? Air-fare for three, first class and a hotel bill with hundreds of dollars of damages? And what's this, Sue's Parlor? You really expect me to believe this?" Journalist: "Well... yeah, they were necessary to relax the informant enough to talk. The feds really have him... errr... worried." Editor: (*ripping up report*) "There's no way I'm authorizing this." Journalist: "Well, if you won't pay for it, who will?" Editor: "Why don't you try getting it out of the government, they're the ones that are making your informant so nervous." This all comes from reading this line: "The plaintiffs regularly communicate with overseas individuals who fear surveillance by the US government and say they've been forced to spend money arranging face-to-face meetings because their sources no longer feel comfortable communicating electronically."
