It states Obama's claim that Romney's plan isn't revenue neutral is false. Both these guys say that's not true and politfact agrees.
The two articles I posted do go into details and explain the different scenarios that would work. I get that that's not good enough for you and you want a plan written in stone but as we've seen before promises are nothing more than words. At least Romney acknowledges there will be some give and take to get it passed. .
