Not 100%, but I think so. That is what age of consent is...it's when you are legally able to give your consent as an adult. Consent not only covers marriage and sex, but also contracts and other legally binding things. It's like when I enlisted, I was able to legally sign the contract for the Delayed Entry Program even though I was 17 at the time. Age of consent in IL is 17.
