Short version: He and his troops detained a civilian Iraqi policeman, beat the shit out of him, threatened him, shot next to his head and generally tortured the guy for details about a supposed ambush plan. Man, of course, tells him whatever he wants to hear so he won't be attacked any more. Nothing comes of the information and no further evidence of any ambush plans are ever found. West has courts martial proceedings started against him, he agrees to retire if the charges become non-criminal, they take the easy way out and fine him $5,000 and he gets to retire with full benefits.
