I know about the target= but I need a new window to open up.. with frames there
to use the target= .. what I'm asking is

form -> hit save -> new window appears -> 2 frames. top frame is a header.
Bottom frame show results. In order to show results in the correct frame I
would have to go through an intermediate file that sets up the frames. Will the
data still pass ?

yes.

AFAIK just include a target="targetframenamegoesinhere" to your form tag.
