Sure but these actions are only triggered by mass violations of individual rights. A society that allows masses of rights to be violated is arguably unfit to rule itself (Taliban Afghanistan) and action may be taken. You can draw an analogy with a mentally ill individual who may be a danger to society. Commit 'em, treat 'em and hopefully they'll be able to overcome the problem and function in society.
