They guy violated UN resolutions that his country agreed too. If he
didn't agree to them the gulf war wouldn't have ended the way it did.

You are right about everything you say, but we made an agreement to
patrol those zones. He agreed to let us patrol them. If he fires at our
planes or planes should fire back.
