The toughest gun laws are surely those which prohibit all ownership of guns? We are fortunate enough over here to have such gun laws, which were tightened even further after Dunblane, where the protagonist was a member of a gun club. The result is we haven't had another similar situation in this country since. Although gun crime is on the increase over here, you are still very unlikely to be mugged at gun point for example. It just seems common sense to me that less guns in circulation means less gun crime.
As for this sniper, I think it would be very difficult for someone to actually get hold of a high powered sniper rifle over here illegally, because of our strict gun laws, and therefore much less likely that such a thing would happen. Has the argument over gun law come up as a result of this sniper over there? Using firearms during the commission of a crime is a crime. Possession of a gun by many people is a crime. Maryland has some of the toughest gun laws around, so this gun is probably already illegal.
