You can't make her show her face, but if she is unwilling to get a photo id, then you 
can't give her a driver's licence photo ID that cannot be used to prove visual 
identity.

If she can get a photo ID that completely obscures her identity, then the idea of 
photo on the ID has just become an unnecessary part of the license. OR I should be 
able to wear a Nixon mask when having my license taken.

violation of her religious beliefs, why wouldn't the book that is the basis
of such beliefs be used as evidence?

Remember it just Congress shall make no law respecting an establishment of
religion or permitting the free exercise thereof. If forcing her to show her
face prevents the free exercise of her religion then you can't make her show
her face.
