At some point nearly everyone on the planet knew what to do with the land, although that's not the case now, and in typical government fashion, the decisions being made aren't being thought through. They need to address both the willingness and desire of these people to do what needs to be done to live on that land as well as their ability to do so (understanding of agriculture) and there's a good chance that neither have been considered in any serious fashion. Mind that I also didn't say I would definitely ration land. I said I'd consider it. S.
