In a word, symbolism and attention. Remember terrorism is more about notice than about hitting military targets in this case. Bin Laden was going for the big hit so that they could get more recruits and power. Multiple small Walmart hits do not play as well as one or two large structure hits do in the Islamic world, even though the smaller hits would probably do more damage.
