It should actually be pretty easy to run this kind of like a mutual fund.... You have 12 people who put in $60.00 creating 60 shares.. Sixty lottery tickets are bought, and $30.00 is won. Each share/ticket is valued at $0.50. So a person who sent $5.00 has $2.50 and a person who sent $20 has $10. Then they could role this over into a new round or not.
There would need to be several details worked out, but we are an intelligent group and should be able to come up with fairly simple and equitable set of rules.

Or we take turns - one person buys tickets for the group each time. We have a written agreement to share any winnings.
