I will have to check, Paypal charges one percentage for cash transactions and a
slightly higher one for credit card transactions.  I get the merchant rate.

They charge 2.2% + 0.30 for cash transactions, and 2.9% + 0.30 for credit card
transactions,

as an example  a $10.00 would have a fee of $0.22+$0.30 or a total of $0.52 fee
for a cash transaction

A credit card use would be $0.29 + $0.30  for a total of $0.59  (transaction
amount of $10.00.

You can extrapolate from there.  $10.55  would have a fee of $0.53
$1.35 would be $0.33

Currency of Payment  Merchant Rate  Standard Rate

            U.S. Dollars 2.2%+ $0.30 USD 2.9%+ $0.30 USD

            Canadian Dollars 2.7%+ $0.55 CAD 3.4%+ $0.55 CAD

            Euros 2.7%+ €0.35 EUR 3.4%+ €0.35 EUR

            Pounds Sterling 2.7%+ £0.20 GBP 3.4%+ £0.20 GBP

            Yen 2.7%+ ¥40 JPY 3.4% + ¥40 JPY

If you receive a payment from a user in another country, an additional
cross border fee will be charged. The cross border fee is an additional 1% for
U.S. Dollar payments and 0.5% for Canadian Dollar, Euro, Pound Sterling, and Yen
payments. This cross border fee is currently waived for Canadian sellers
receiving payments from U.S. buyers.

eCheck payments have a maximum fee of $5.00 USD.

Is it $1.25 per ticket?  Or does the 25 cents cover the pay-pal surcharge no
matter the amount?

In other words If I where to buy ten tickets would it be $10.25 (not bad
really) or $12.50 (might have to think about this since I could mail a check for
36 cents and save $2.14).

It can be done, but it would have to be $1.25 per ticket to cover the cost of
PayPal's fee for handling the transaction.  This because the Ticket cost is
not
  discountable.

Again there was no grand Prize winner for the Texas Lotto last night and the
Saturday drawing will be for more than $70 million.

Friday's Megamillions will also be in excess of $70 million.

why would it not be legal to set it up by Paypal? Just curious... I can
always
play Powerball or go any one of a dozen casinos if so inclined.
