I think it's a manager thing. I had a discussion with one that went "If 
I was at home I'd be out shopping..." and I think that's the issue.

I used to commute to London (a 3+ hour round trip from Bath) and a lot 
of the time I would sit working on a project on my own all day and head 
home. They just didn't have the infrastructure sorted out to deal with 
remote working (but paid well). There are two issues that need to be 
dealt with trust and infrastructure BUT to get to the point where trust 
can be 'tested' the infrastructure needs to be in place to support 
effective home working. That is a top down decision.
