David, 

I haven't' done this on Vista, but AFAIK, you need a patch to get CF working
with Apache 2.2
(http://kb.adobe.com/selfservice/viewContent.do?externalId=8001e97&sliceId=2
).  It says it's for Linux/Unix but it's for windows as well. 

Alternatively, you can install Apache 2.0 and the built in wsconfig should
work.
