One idea that comes to mind about using Flash and shape data is Ming: http://ming.sourceforge.net/
This is a really cool module that lets you generate complete Flash apps on the fly, including actionscript. While it is a little depressing to think it is not being worked on actively, it may still be a technology of interest.
