As an alternative to arcIMS you might take a look at AutoDesk's MapGuide product: http://usa.autodesk.com/adsk/section/0,,939487-123112,00.html
Below is a site I did 3 or more years ago using MapGuide and CF. The site hasn't been fully maintained (I don't work there any more :-) and therefore has some problems, but you can get the idea. Depends what you call 'knows geography'. The maps at http://www.adventuredirectory.com work on this basis and are calibrated so it knows lat & long. The final presentation of nice raster maps is infinitely superior to most vector map systems I have seen which generally seem to zoom in to less and less useful info (rather than more, which I suppose is the point of them).
