Well yes it is bad....it's horrible application flow and frustrtaing for the
user...it's 1 erorr message for EVERYTHING that is wrong or IMHO it's bad
design

Well ya....but of course all validation will occur....it's called
Dev....Test...Prod....it won't get to Prod if it's not validating properly
;-)
