Are you running SQL server on a standard port? Do you have some kind of firewall preventing access to the network for the cf service? Try running CF as a user or at least check 'allow to interact with desktop' checkbox.
If you have any sort of firewall locally, disable it and see if that helps. Note, that windows SP2 comes with a firewall, and sometimes you might not even know that it's there and enabled.
