Not necessarily, say stat was a checkbox or some such that was added to the form dynamically by way of selecting something in a dropdown, but it didn't always exist in the form. Then when the form submitted it wouldn't exist in the form scope at all for those situations - it would for other situations when it had been added... You know what I'm trying to say?
