There were a few custom tags for this that worked in CF4 and above. We use a in house built "framework" at one of the places I work and it was built on CF4. We use it on CF4 to CF6.1 boxes and honestly it does most everything any of our clients need done there. So I could see how someone could still be on 4.5.2 and getting by just fine although I think that not learning newer versions or other technologies is just going to end up hurting someone in the long run even if they are self-employed.
