For MS Virtual Server, Windows guest OS licensing has recently been changed so that you don't need one license per VM. I don't know the details, but read it briefly in this month's Windows IT Pro magazine, so you should be able to find out pretty easily. For other virtualization products like VMware, I doubt that MS gives you a break.
