When I was looking into this, I came across this article which discussed 
the differences:

Basically, it came down to the fact that we were also doing short videos 
(generally under a minute), and the users would generally be watching 
the whole thing through without the need to skip forward...so streaming 
had no real advantage over the progressive download.  The buffering in 
the windows media player and the fat pipe on the host end basically 
meant the file started playing almost the second after you clicked on it.
