I work for a telecommunications company. We're just looking for some rack space and redundant power/internet. The only support we'd ever ask of them is a hard power off/on.

While HMS has had downtime, it has been minimal, at least for us, and from my limited experience, I would say that they're coming in at a close second behind rackspace in both terms of uptime and support. The colo there shouldn't run you a lot more then $1500 a year, excluding the cost of the hardware.
